Details of AB 1454

Below are key principles of AB 1454 (Rivas, Muratsuchi, Rubio) that will give teachers critical tools to effectively teach California’s students to read. 

 

Paid Professional Development 

 

  • The California Department of Education (CDE) will publish a list of PD aligned with evidence-based means of teaching literacy (as currently defined in Ed Code), which will align with the state's ELA/ELD Framework and incorporate the needs of multilingual learners.

  • All Local Education Agencies (LEAs) will receive state funds to train TK-5 literacy teachers either using the CDE-approved programs or an alternative that meets the same criteria. If there are leftover funds, LEAs may provide PD to other grades.

  • Each LEA must report the number of teacher trained and program used to the CDE.

 

Updated Instructional Materials 

 

  • The State Board of Education (SBE) must adopt a new English language arts/English language development (ELA/ELD) instructional materials list aligned to evidence-based means of teaching literacy (as defined in Ed Code) and the ELA/ELD Framework. 

  • LEAs must choose from the SBE's adopted list when updating materials, or self-certify that the off-list materials align with the criteria of effective, evidence-based materials. 

  • LEAs will be required to follow existing guidelines on reporting chosen instructional materials to the CDE each year in their School Accountability Report Cards (SARC). 

 

Administrator Preparation

  • The California Commission on Teacher Credentialing (CTC) must update standards for administrator preparation programs to include training on effective means of teaching literacy (as defined in Ed Code) and certify that programs are following these standards.
