Legislative Cycle Updates

AB 1121 was introduced to the state legislature on February 20, 2025 by Assemblymember Rubio.

After months of negotiations, between advocates of early literacy bills AB 1121 (Rubio) and AB 1194 (Muratsuchi), both parties agreed on a compromise bill, AB 1454, in April 2025 jointly authored by Speaker Rivas, Assemblymember Muratsuchi, and Assemblywoman Rubio.

AB 1454 passed through the Assembly Education Committee on April 30, 2025. You can view the hearing here. The bill then passed through the Assembly Appropriations Committee, as well as the full Assembly floor with unanimous, bipartisan support on June 5.

The bill then moved to the Senate, passing through the Senate Education Committee on July 9 with another unanimous vote of approval. Next stop is the Senate Appropriations Committee, expected to be heard on August 18.
